T-Mobile fraud ?

Hi I got some phone some to unlock they came form USA locked to T-Mobile network but some of them report show which check on T-Mobile Imei device get the following message

Your device is blocked and will not work on T-Mobile’s network. If you think this is an error, please call Customer Care at 1-877-453-1304.

Just want to know that with your cleaning Imei service any imei locked to T-Mobile can be cleaned ? And what does it mena fraud imei phone ?

Yes it can be cleaned but it is expensive to CLEAN the IMEI
