C55: battery empty, please recharge!

the phone says it is charging but after some time...

the phone says it is charging but after some time the battery empties.
charger current is 9v when not plugged in the phone. is it ok? it says on the charger it outputs 5v. please check your charger...

C55 won't charge battery after java unlock. could it be hardware problem? phone reflashed, battery calibrated, phone works great with full battery but won't recharge after it empties. :(
