tried by restoring by only clicking restore and downloaded files perfectly work to other iphones 4 expect i got two phones facing 3194 error in middle currently in desk which are working fine in ios 6.1.3 before

this error come when using tinyumbrella
you can fix it by deleting host file from c:- windows - system32 - driver -etc

Exactly it's hw and only sw way may help us is to wait for sn0wbreez or other custom fw makers to make some fw to restore w/o bb chk.

Its not hardware its host issue, 100% solved by edit host...

Do it step by step
FIRST CHECK BATTERY IS WELL CHARGED
1.disconnect internet

2.uninstall itunes

3.restart pc > install again

4. go to windows>system32>Drivers>etc>hosts

5. open file in notepad and edit like below..

# 127.0.0.1 localhost > keep till this line
74.208.10.249 gs.apple.com > delete this line or any extra line below this

6. Restart pc

7. disable antivirus and windows firewall or all firewall

8. Reconnect internet

9. Open itunes now then shift+Restore (USE GOOD CABLE and BACK USB PORT ,dont use front usb or hub or usb extension cable)

will be Done 100000%....

[PS:If not ok , then try to change phone battery or charge manually and try again..]

error 3194 comes in between the flashing like the last part of writing the modem file so its a hardware issue so better test for the hardware

some lucky guys can bypass this error try after some time of rest some this this error passes automatically

I have 3 board iphone 4
when i change 8824 To 337S its ok and restore complate
but dont active with new imei

error 3194 is HW
if U can downgrad to ios 6 solved your problam
cpu 8824 dont update
just use 4.12.05 can not update to 4.12.09
u can change a new 8824 and change imei and sn with unlock dongle

Error 3194: Resolve error 3194 by updating to the latest version of iTunes. "This device is not eligible for the requested build" in the updater logs confirms this is the root of the issue.

yes bro this is hard ware problem , its bcs of baseband ic, bcws in some phones the base band is chage in Dubai and hongkong after they put another ic which cant be restor to other version any more. check inside the u will find chines sticcker in it,
