I used ifaith to check for shsh but there was no shsh for that device.
is there anyway to downgrade or use ios 7.0.4 on this device?

that's right, it seems to be hardware BUT if there is any custom firmware for that then we could restore ios 7.0.4 or later without any 3194 at the middle of restore!

Me to have same 3194 error on my windows pc when I try to update my customers ipad2 to ios 7.0.4. . Only this iPad is stuck at recovery mode. After some research I found that some times it's happens because of OS intrupt. So I installed another os inside my pc (VMware workstation.) and do the same thing. Succeed.

Try in another operating system.

I agree with haroon75
Edit host make this trouble (3194)
Because my 4G 10000000000% good on 6.1.2
Then error when update to 7.0.4 on mac.
But restore on windows with itunes 11.0.3 successss
I am forget restore host on mac to standart.

And success to downgrade again to 6.1.3 or 6.1.2 on windows using ifaith
*itunes must lower 11.0.5 (recomended 11.0) doest work with latest itunes

it is very easy
just delet the host file from XP
C:\WINDOWS\system32\drivers\etc
and your problem will solve ERROR 3194

That is not a hardware problem. Error 3194 means there is error between verifying the iOS with apple servers. This usually happen with unsigned / no longer signed by apple / custom firmwares.

As already suggested by other members you can manipulate host file. Try latest iTunes version with another copy iOS 7.0.4. Disable any anti virus / firewall in use. Try different machine.

And again...
That's not the solution
We need custom iOS firmware, bcz we need to bypass baseband verification.
