default.xml file is read only i cannot replace with new one.mine is htc d620g dualsim .rooted with i root and installed file explorer.in this model there is no cid folder on system/customize .default .xml file on system/htc_059/customize/cid.but this is radonly.there is any way to get arabic in this model?.

Try region changer app from play store .

i dont think there is risk on changing xml or over write , thanks for post this way its work on some htc but not all !

for samsung just root device and download language enabler in playstore and install it.

And Install After Install Go To Setting Developer Option USB Dubbing Mode On
Connect Device Via Cable To Pc And Run IROOT EXE
When Root Successfully Go To Playstore and Install Region Changer APK
After Install apk open and select Arabic language and done
this methered will worl htc one m8 ???
