If bootloader unlocked run below givn cmmd
fastboot erase cache
use latest custom recovery try diff recovery twrp or philz recovery
Relock yur bootloader nd check if unable to relock yur bootloader may b hardware. if relocked successfully again flash any latest custom recovery wipe data system delvik cache flash the rom via recovery .
