I have finally solved the problem. Ipad is working fine now.
It was U1400 removed but U1410 was on the board. Thats why the CPU tried to find the first NAND and try to boot but stop booting when U1400 was missing but U1410 was there.
REmoved the U1410, voltage jumping gone. Sold the NAND on U1400 and everything was OK.
