It wont flash it, because not accept / can't verify signatures.
1. Try flash just UBOOT and SPL.
2. Try read FW from alive one and reflash to faulty. Let us know results after.
3. Try with V026 also (on support), to check. |

This is SAFARICOM NEON RAY PRO, failed to do anything via Flash Mode, though i did service for many kind of this model before and as you see many people in Telegram and here in Forum came with unsuccesfull story about this phone.
After my small research today, i found that... Many SFC Neon Ray Pro with MKOPA (means unpaid bill) is difficult to service i.e flashing and unlocking etc.
Bad lucky, i tried to unlock via SVC (Diag) and credit gone but phone still locked.
All the best for checking this and i'm ready for help if needed
