Try changing R133 , if this was one of the missing resistors then possibly UEM is faulty.

checked if R133 is ****n up but it does not show a short

shouldn't it be shorted if it is ****n up??

i exclude UEM is faulty... works 100% ok except the powering up/down using the switch. track to PWR is still there from under R133.

If you would check the circuit R133 is a varistor that is used as a voltage protection device to protect the UEM from high voltage spikes from the power switch , what im trying to say is if this was one of the missing components and you can't find the short circuit then your UEM is possibly damaged by a voltage spike and has a internal short.

I agree not worth changing the UEM for this type of fault.
