y would FG format ok license ok but FW fail

i format dongle .........ok
disconnect it
wait 50 sec
reconect it

then

i select pack one
i select firmware
i execute action

response:latest fw 1_62
i select license
execute action.........key file created....ok
but

when i try to use it
i open alcatel .....select 159

response was :update required

i open maintainance tool dongle space has 25728

so the firmware was never uppdated

why..........can u help
