No! Not need fullflashing phone.
I often have the same problem with Russian language. I solve this problem so: I change values of phone flex with "P2KTools v.0.8.6" program. Value which called is "SMS unicide" (at you it unchecked, and it is necessary to make checked).

PS: Flash of phone on which you send SMS, necessarily should be with the Arabian language.

P.S. Original thread was made for a problem with a phone with Hebrew language, but this work for Arab language too (... GSM phones not care about peoples/countries relationships)
