hi, i got a 2x blinked red light after wipe, then i try install this"Autoload-STL-100-3-10.3.1.634" from bb dev site. installation not finish said "os blocked by device" ive been browsing for this issue for 3days, but i cant understand it

i have bb z3, tthe problem is, voice call error, i can't dial in dialing pad (number can show if i dial number) or i can't dial from phonebook and i can't receive incoming call, but if i type sms or note, its ok , i try to flash dev or official but still trouble,
