The only time I had a problem like this on a phone been on a nokia N95 8gb which was faulty already when i received it.
The mobile when the certificates were ok was going smothly in local or test mode but when the certs were altered it was like switching on and I could see the nokia logo instead of the local mode state display.
To solve the problem I had to increase of about 2Kohm the value of the bsi using tma to get again the local mode and flash the phone)
Considering n95-8gb and N96 are really close as models you can try the same system.
