My Apple 3gs 32gb has charging not suppoeted problem. but it charges too slowly. i changed the battery and dock. but still same problem

Hello,
i have a iphone 5. No liquid damage. But when i plug in the battery wifi chip is going very hot (impossible to touch this ic). Iphone doesn't charge at all. Wi-fi working correctly. Can someone help me to find what i can to do?

I have updated Ios 7 with R sim 9 pro. Everything is fine but i cant dial ussd code to check my balance. Carrier update is also available? Should i go for carrier update? Is it safe or i might get lock my phone to the O2 ? Much confused. Plz advice
