Only certificates that were read via HCU possible to use.

This is insane if you have no cert files then we will provide you which we buy from easyfirmware its .imei file

Try scanning hcu with your antivirus, as it was reported to microsoft already for false/positive and may take a while until they approve it as always.

Have you flashed device with stock rom after? Or it's on board firmware now?
Sadly we do not have VOG- backup yet necessary to make nvm flash file for repair.
