I am always getting this error whereas the adb drivers are installed and the phone is also detected in device manager as LGE Mobile ADB Interface

Try run "adb kill-server" 2 or 3 times in row from your adb folder's command line, because sometimes there are multiple instances or ADB sessions open from other tools (you can sometimes actually see multiple adb.exe on top of task manager list), so just do it a couple more times even if you get a close error, just to make sure all instanced are killed.

By the way your speedtest shows less than 2Mbps up/down which is kind of slow, it works better at above 5Mbps with low latency (<100ms).

Had a similar problem and the way I solved it, is by uninstalling the 2 ports in device manager, then run the tool below on your pc, click on "Clear non present ports" and "Apply", finally plug in your phone again and let the driver reinstall. If still having issues, then go to device manager, right click on the port then force change/flip the comport numbers, for example modem 4 / serial 3 to modem 3 / serial 4. Windows might compain "Are you sure?", click Yes. It has to do with windows reserving the wrong port number therefore it becomes inaccessible by other apps. The cool thing about this tool is that it lets you manually reset all the reserved port number back to zero, so before AND after plugging in every phones just click "Clear non present ports" and "Apply", and this way your ports will always stay in the low port numbers 3, 4, 5 etc. Ports 1 and 2 are reserved by windows for your uart boxes, so make sure to force change any boxes you have to port# 1 and 2. Do not have more than 2 different boxes plugged in at the same time, it's not good for the java cards either and your sanity!

Ok !! if i read QCN from my other unlocked k550 (what is working good) the problem will be solved? QCN change the IMEI or not???

The problem must be solved If your phone wiped before QCN change IMEI, if phone not wiped before not change.
