I had 2 new devices from the box one got unlocked one gave the above error

Given message means something is wrong with phone memory values.
I suggest you check imei at back label with the imei reported by software.
Also it may be some kind of unsupported (yet) memory structure.

This is SAFARICOM NEON RAY PRO, failed to do anything via Flash Mode, though i did service for many kind of this model before and as you see many people in Telegram and here in Forum came with unsuccesfull story about this phone.
After my small research today, i found that... Many SFC Neon Ray Pro with MKOPA (means unpaid bill) is difficult to service i.e flashing and unlocking etc.
Bad lucky, i tried to unlock via SVC (Diag) and credit gone but phone still locked.
