I found solution and unlocked already, but thank you. There was a driver that need it to be installed, then the right (DIAG 9018) show up.

Unlock OK according to LOG but after unlock phone shows "EMERGENCY CALLS ONLY|VODAFONE" ..
I did Reset phone also .. but still same ..

This error you are looking at is probably for the WiFi calling, Turn off the WiFi calling from the setting and see if the error is still there.
